2023 Graduates First Cohort to Earn Seal of Biliteracy Certification

Congratulations to the 2023 graduates who are the first Green Bay Area Public School District cohort to earn the Seal of Biliteracy Certificate from the State of Wisconsin. The Seal of Biliteracy credential is included on their high school transcript.

The Wisconsin Seal of Biliteracy (SBL) is a state-approved student credential administered by a school district to recognize graduating high school students with proficiency in English and one or more additional languages. 


To receive the credential, students must demonstrate language proficiency at or above Intermediate High level in at least two skill domains on the ACTFL proficiency scale in the receptive and productive as well as oral and literate categories in the partner language as measured by the AAPPL assessment. Students also need to demonstrate proficiency in the English language by scoring an 18 on the ACT in the English Language Arts component or scoring a level 6 in the ACCESS assessment during their middle school or high school years.
